Today representatives from DTV visited the clearing and snagging operation that has started on the Vermilion River. The operation began about 2 weeks ago and has partially cleaned a 2 mile section south of the General Mouton bridge. The clearing and snagging operation and offloading the debris removed from the river has relocated to a turnaround on the west bank near the Camellia Street Bridge where 20CY dumpsters were being loaded and hauled off.

We visited with Mr. Hebert with LCG Public Works who advised that the work was being done under an emergency permit from the USACE. The USACE notified LCG that only debris “loose and visible” in the river could be removed under this permit. That means fallen trees still somewhat attached to the bank or tree debris completely submerged could not be removed. Even with these restrictions a equipment operator for the contractor reported that fifteen 20CY dumpsters worth of debris was removed in the first 2 mile section cleaned between General Mouton Bridge and the Pinhook Bridge.

Mr. Jack Trahan with Pier, Bulkhead & Wharf Specialties who is the contractor doing the work reported that several passes would have to be made to get tree material removed prior to starting the main dredging project.

He also reported the current load was removed near the Ambassador Caffery Bridge and that there was a large amount of debris near that location. Based on what we were told and debris material we observed, the severity of the debris in the river is surely hindering drainage in the river. Mr. Trahan advised that simply removing this material should help with drainage.

DTV has placed calls to our USACE representative in the New Orleans district office asking for help expediting the final permit issuance.
